What the report examines
- Changes in outcome. Six case sequences show favorable assessments followed by later adverse outcomes; three contain explicit overturn language, and in two the deciding explanation is withheld.
- Denial timing. Intervals of 105, 120 and 202 days between a recorded adverse event and a later generic notice. The Request for Review procedure was discontinued on April 23, 2026, before the first generic notices were dispatched on June 30, 2026.
- Disclosure. In the 50 verified determinations, 2,942 pages were withheld in full and 1,974 released in part.
- Post-denial barriers. A documented conflict between the published waiver-filing pathway (Form I-602) and the instructions applicants received after denial.
- Interview questioning. Recurring lines of inquiry on political affiliation, community protection roles, historical conduct, foreign citizenship, and language and comprehension.
This report does not presume that every refugee denial was incorrect. Individual applicants and case records are anonymized, and the source documents remain in our controlled records for verification.
